Ellis Cecchini and Robert Cecchini, representing the Joseph R. <br /> Cecchini property (former Cherokee Truck Stop), located at 3535 East Cherokee Road, Stockton, <br /> California, we are requesting a clarification of the budget category by the Underground Storage <br /> Tank Cleanup Fund (USTCF). <br /> The following information is submitted for your consideration: <br /> • Changes to the USTCF required that each site be placed into one of six categories. In <br /> January 2011, the USTCF placed the subject site into the Remedy Selection and/or <br /> Interim Remedial Action (RS/IRA). An appropriate budget for the RS/IRA category was <br /> submitted for USTCF review and approval. <br /> • Following an April 2011 budget review by the USTCF, the budget category classification <br /> was changed to Site Closeout and allotted a$35,000 budget. <br /> • In a letter dated July 14, 2011, the SJCEHD approved and directed the preparation of a <br /> full-scale remediation work plan for the site, based on two feasibility tests. <br /> • On July 28, 2011, Advanced GeoEnvironmental, Inc. (AGE) prepared and submitted a <br /> written request for a USTCF budget category change. As proposed, the USTCF budget <br /> category was returned to RS/IRA by letter dated February 14, 2012. The Budget Change <br /> Order Approval Summary changed the category to remediation and added an additional <br /> $35,000 to the total budgeted amount(total budgeted amount was$70,000). <br /> • Oversight of the investigation and remediation is administered by the San Joaquin County <br /> Environmental Health Department(SJCEHD). The SJCEHD directed the continuation of <br /> semi-annual monitoring of wells, which included the collection of ground water samples <br />
