Cherokee Rd. RO#: 1523
Stockton, CA. 95215
On September 18, 2003, you notified San Joaquin County Environmental Health
Department (EHD) that the contents of your septic tank had been sampled and
the results of laboratory tests show that the septic system located at the above
referenced site had been impacted with hazardous materials/waste. You were
unsure of how this occurred and were concerned that septic contractors and the
City of Stockton would not handle the pumping and disposal of the waste. EHD
advised you then that the San Joaquin County Ordinance Code Section 9-1110.7
prohibits disposal of hazardous materials/waste (solvents and toxics) in a septic
system and that immediate action to abate the violation should be taken.
EHD has implemented a Local Agency Groundwater Protection/Underground
Injection Control (UIC) Program in accordance with guidelines prepared by the
United States Environmental Protection Agency (USEPA). The primary focus of
the program is to protect drinking water by identification and evaluation of
subsurface disposal of prohibited substances. The presence of Toluene,
Benzene, Di-bromochloromethane, Ethylbenzene, Phenols, two different
phthalate compounds, and benzoic acid in your septic tank makes it subject to
the underground injection control regulations and our local program.
Further investigation to determine if the chemicals found in the septic tank flowed
into the leach lines and seepage pits of the septic system must be performed to
evaluate if there is a threat to drinking water. EHD will require you to submit a
work plan to gather soil samples from under the tanks, the distribution box, and
every 20-linear feet of each of the three leach lines. The 25-foot deep pits
located at the end of two of the lines may need soil samples collected from below
the pits if the soil laboratory data from the samples at the end of the lines
indicates the hazardous waste/material has reached this area.
