RO#: 1523 <br /> Stockton, CA. 95215 <br /> On September 18, 2003, you notified San Joaquin County Environmental Health <br /> Department (EHD) that the contents of your septic tank had been sampled and <br /> the results of laboratory tests show that the septic system located at the above <br /> referenced site had been impacted with hazardous materials/waste. You were <br /> unsure of how this occurred and were concerned that septic contractors and the <br /> City of Stockton would not handle the pumping and disposal of the waste. EHD <br /> advised you then that the San Joaquin County Ordinance Code Section 9-1110.7 <br /> prohibits disposal of hazardous materials/waste (solvents and toxics) in a septic <br /> system and that immediate action to abate the violation should be taken. <br /> EHD has implemented a Local Agency Groundwater Protection/Underground <br /> Injection Control (UIC) Program in accordance with guidelines prepared by the <br /> United States Environmental Protection Agency (USEPA). The primary focus of <br /> the program is to protect drinking water by identification and evaluation of <br /> subsurface disposal of prohibited substances. The presence of Toluene, <br /> Benzene, Di-bromochloromethane, Ethylbenzene, Phenols, two different <br /> phthalate compounds, and benzoic acid in your septic tank makes it subject to <br /> the underground injection control regulations and our local program. <br /> Further investigation to determine if the chemicals found in the septic tank flowed <br /> into the leach lines and seepage pits of the septic system must be performed to <br /> evaluate if there is a threat to drinking water. EHD will require you to submit a <br /> work plan to gather soil samples from under the tanks, the distribution box, and <br /> every 20-linear feet of each of the three leach lines. The 25-foot deep pits <br /> located at the end of two of the lines may need soil samples collected from below <br /> the pits if the soil laboratory data from the samples at the end of the lines <br /> indicates the hazardous waste/material has reached this area. <br />
