n
Department of Toxic Substances Control
Secretary
Maureen F. Gorsen, Director
SeAdams 8800 Gal Center Drive Arnold Schwarzenegger
Secary ror
Environmental Protection Sacramento, California 95826-3200 Governor
September 19, 2006
Cecchini, Cecchinl & Giovannonl
Attn: Mr. Ellis Cecchini
3000 East 18th Street
Antioch, California 94509
COMMENTS ON THE DRAFT REMOVAL ACTION WORK PLAN, CHEROKEE TRUCK
STOP, STOCKTON, CALIFORNIA
Dear Mr. Cecchini:
A draft Removal Action Work Plan (RAW)for the Cherokee Truck Shop located at 3535
East Cherokee in Stockton was originally submitted to the California Department of Toxic
Substances Control (DTSC) in January 2006 as part of the Voluntary Cleanup Agreement
(VCA) Exhibit C: Scope of Work identified in Task 3. DTSC was not able to review the draft
RAW until the final VCA (Docket Number 06/07-023) was signed by you and finalized on
August 1, 2006. DTSC has now completed reviewing the draft RAW under the terms of the
VCA and has several comments which are enclosed. A revised RAW should be submitted
within 45 days from the date of this letter.
The property is approximately 13.43 acres and is identified as Assessor Parcel Number
092-20-07. The northern portion of the property was used as a landfill in the 1950's for the
surrounding occupants. During a surface impoundment removal action in 1987, under the
Central Valley Regional Water Quality Control Board, the previous owner discovered the
landfill. The previous owner excavated approximately 12,000 cubic yards of lead impacted
soil and stockpiled the material on-site. In July 1992, site ownership changed due to
foreclosure of the property. The landfill extends 13 to 15 feet below the ground surface.
The chemical of concern is lead. The draft RAW proposes to place the impacted soil on-
site, record a land use covenant to restrict the land use to industrial and/or commercial, and
sign an operation and maintenance agreement.
If you have any questions, please call me at (916) 255-3585.
Sincerely, /D-}
Duane White
Project Manager
Enclosure
S Printed on Recycled Paper
