0 9 <br /> 11) The RAW must include the Administrative Record as a separate appendix. DTSC will <br /> prepare the Administrative Record. A copy of every major item on the Administrative <br /> Record must be placed in the site's repository before the 30-day comment period <br /> begins. <br /> 12) The RAW should contain tabs to easily identify figures, tables, and appendices. <br /> 13) The RAW should contain a Sample Analysis Plan (SAP), Health and Safety Plan <br /> (HASP), a Quality Assurance / Quality Control (QA/QC), and a Remedial Design and <br /> Implementation Plan (RDIP). If these items are not in the RAW, then they must be <br /> submitted to DTSC at least 30 days prior to implementation to allow sufficient time to <br /> review the documents. Please contact Mr. Duane White for either an example or <br /> guidance manual on these documents. <br /> 14) The RAW should contain an "Applicable or relevant and appropriate requirements" <br /> (ARAB) section. The ARAB should consider the following: <br /> Recovery Conservation Resources Act (RCRA) <br /> • The Comprehensive Environmental Response, Compensation, and Liability Act <br /> (CERCLA) as amended by the Superfund Amendments and Reauthorization Act <br /> of 1986 (SARA) <br /> • Federal and State Drinking Water Standards <br /> • California Hazardous Material Standards, California Code of Regulations (DDR) 8, <br /> 14, 22, 23, and 26 provides California criteria for defining hazardous material and <br /> provides regulations regarding storage, transport, documentation, treatment, and <br /> disposal of hazardous waste <br /> • CCR Title 27: Environmental Protection and the California Environmental Quality <br /> Act. <br /> • CCR 8 which requires hazard communication, injury, and illness prevention during <br /> implementation or removal action, and an excavation permit for certain excavation <br /> activities. <br /> • Air Quality Management District Regulations which sets rules and establishes <br /> standards regarding air emissions and air quality. <br /> • County or City of Stockton which regulate a variety of activities including grading, <br /> excavation, and analyzing soil for hazardous waste classification. <br /> • Land Disposal restriction in Title 22 CCR, Chapter 18 which prohibits land disposal <br /> of specified untreated hazardous wastes and provides special requirements for <br /> handling such wastes. <br /> Page 3 of 5 <br />
