Box 8068 <br /> Stockton, CA 95208 <br /> DELTA TRUCK SALES - STOCKTON, SAN JOAQUIN COUNTY <br /> Thank you for meeting with us on 18 July 1991 to discuss cleanup of past waste <br /> disposal activities and closure of your facility in Stockton. On that same date <br /> the State Water Resource Control Board adopted Resolution No. 91-63, officially <br /> deleting Delta Truck Sales from the TPCA facility list. All TPCA requirements <br /> have been met and no further TPCA charges will be applied toward your facility. <br /> During our 18 July 1991 meeting we met your new consultant, ProActive, and <br /> discussed final site assessment and closure of the surface impoundment and <br /> adjacent fill area. Enclosed is a copy of our meeting notes and our thoughts on <br /> possible closure scenarios. <br /> ProActive recently submitted a request to the Department of Toxic Substances <br /> Control for a non-hazardous classification of the stockpiled wastes. ProActive <br /> also stated in a letter dated 22 July 1991 that Delta Truck Sales will complete <br /> the investigation of petroleum hydrocarbons and total and soluble lead around the <br /> existing excavation by 1 September 1991. <br /> The Board's April 1991 Cleanup and Abatement (C&A) Order No. 91-722, requires by <br /> 1 September 1991 submission of 1) a remediation and disposal plan for stockpiled <br /> wastes and for wastes within the sidewalls of the impoundment; and 2) a closure <br /> plan and Report of Waste Discharge, if wastes are to remain at the facility. <br /> Therefore, to assure compliance with the Board's C&A Order, a closure plan should <br /> also be submitted by 1 September 1991. The plan needs to discuss how the site <br /> will close if any hazardous wastes, designated wastes, or inert wastes will be <br /> left on site. If inert wastes are left on site, the plan should state how the <br /> present wastes will be treated and to what concentrations. A Report of Waste <br /> Discharge must also be filed with the Board (farms enclosed) , if hazardous or <br /> designated wastes are to be left on site. <br />
