CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO 91-722 <br /> CLEANUP AND ABATEMENT ORDER <br /> FOR <br /> DELTA TRUCK SALES, INC. <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1 . Delta Truck Sales, Inc. (hereafter Discharger) is a truck fueling, repair, <br /> and sales facility in northwest Stockton. Mr. Ken Smith is President and <br /> Mr. Darrell Smith is Vice President of Delta Truck Sales, Inc. The <br /> facility is in the NW-1/4 of Section 53, T2N, R7E, MDB&M. The San Joaquin <br /> County Assessor's Parcel Number is 092-200-007. <br /> 2. A surface impoundment (SI) was constructed in 1970 on the north side of <br /> the facility in an area formerly used as a dump or landfill in the 1950s, <br /> and possibly over an open trench which reportedly traversed the site. <br /> Reported dimensions of the surface impoundment in 1970 were 20 feet by 40 <br /> feet, with depths ranging from 4 to 8 feet and a maximum capacity of <br /> roughly 36,000 gallons. However, on a 1979 aerial photo, the SI appears <br /> to have been roughly 120 feet by 90 feet. <br /> 3. The Discharger steam-cleaned vehicles and vehicle parts on a wash pad area <br /> adjacent to the unlined SI. The steam-cleaning wastewater was discharged <br /> into the SI between 1970 and March 1985. After March 1985 the SI was <br /> backfilled with dirt and rubble from local construction soil and covered <br /> with 8 to 12 inches of a 3/4" gravel and clay mixture. The closure and <br /> removal of sludges from the surface impoundment was not documented or <br /> supervised by a qualified professional . Two sumps followed by a septic <br /> tank, which acted as oil/water separators, and a leachline system were <br /> installed to handle steam-cleaning discharges in April 1985. The septic <br /> tank was removed during the first soils excavation performed in 1989. <br /> 4. In March and July 1987, the Discharger drilled soil borings into the <br /> buried surface impoundmet and collected waste samples. A Waste Extraction <br /> Test was run on the samples and soluble lead values of 27 and 28 mg/L were <br /> obtained. Waste that contribute 5 mg/l or more soluble mg/L or more <br /> soluble lead to the leachate from a Waste Extraction Test are hazardous <br /> according to Section 66699 of Title 22 of the California Code of <br /> Regulations (22 CCR) . <br /> 5. The ground water aquifers directly underlying the site are waters of the <br /> state and potential sources of drinking water. The surface impoundments <br /> are within one-half mile of a potential source of drinking water. <br />
