Stantec Consulting Corporation (Stantec) submitted the Meeting <br /> Summary on behalf of the Tesoro Stockton Terminal (Tesoro) to document agreements <br /> reached during the 1 May 2009 meeting amongst Tesoro, Stantec and Central Valley Water <br /> Board staff. In the Meeting Summary's section entitled Summary of Agreements Reached on <br /> Tesoro's Proposed Pilot Study, Item No. 2 states that background monitoring will be <br /> conducted in well TS-5. <br /> This statement is contrary to my notes from the meeting and Section 3.1.4 of Page 3.4 in <br /> Tesoro's 1 April 2009 Monitoring Well Replacement and Hydrogen Peroxide Pilot Study Work <br /> Plan (Work Plan), which state that baseline monitoring will be performed in four wells including <br /> TO/T-3, TS-4R, TS/M-2 and TS-5. <br /> We do not concur with the proposal to conduct baseline monitoring in a single well and will <br /> require Tesoro to conduct baseline sampling in the four wells (TOIT-3, TS-4R, TS/M-2 and <br /> TS-5) for three quarters, as stated in the Work Plan. Based on Tesoro's quarterly sampling <br /> schedule, baseline sampling should commence sometime in June or July 2009 and be <br /> completed about January 2010. Furthermore, we do not concur with the title of the letter <br /> ("Memorandum of Understanding") and ask that it be revised to one that more appropriately <br /> describes its purpose, such as Meeting Summary. <br /> By 3 June 2009, we request that Tesoro submit a revised Meeting Summary correcting the <br /> issues described above and including an implementation schedule to conduct and report on <br /> the baseline monitoring, and to implement the two phases of the pilot study.
