DEFENSE DISTRIBUTION REGION WEST
TRACY SITE
PROJECT MANAGER MEETING MINUTES
14 NOVEMBER 1991
Errata sheet for Community Relations Plan (CRP)
An errata sheet was issued for the Community Relations Plan
because of a review comment made by the Environmental
Protection Agency (EPA) . EPA' s comment stated that section 9 ,
first paragraph on page 12 , could be interpreted to mean that
Tracy ' s Office of Public Affairs is in the approval loop for
all CERCLA documents issued by DDRW-Tracy . To clear this
issue , DDRW Tracy deleted this item in the CRP and issued an
errata sheet to all the regulatory agencies .
Contamination at Banta Road
Contamination of the off-site drinking water wells at the Rose
and Robertson farms were addressed . Representatives of the
Regional Water Quality Control Board (RWQCB) , Department of
Toxic Substances Control (DTSC) , and DDRW visited the homes of
Joseph Rose and Glenn Robertson located on Banta Road . The
purpose of the visit was to collected samples from the drinking
water wells .
Samples were taken and sent to the State ' s laboratory and the
Corps of Engineers (CoE) lab in Omaha , Nebraska , for analysis .
The Rose well showed 6 . 7 parts per billion (ppb)
trichloroethylene (TCE) , 2 . 0 carbon tetrachloride (carbon tet) ,
and a trace of chloroform in the State laboratory test results ,
and 3 . 4 ppb TCE , 1 . 1 carbon tet , and a trace of chloroform in
the CoE laboratory results .
Test results from the Woodward-Clyde quarterly groundwater
monitoring program in May 1991 , showed a 12 ppb TCE hit at
LM-76 . The August quarterly report showed that the TCE level
in LM-76 was now 19 . 5 ppb , a big jump for 3 months . In
addition to this , LM-80 a monitoring well north of LM-76 showed
ND levels of TCE in May and a 1 . 3 ppb hit in August . This
would seem to indicate that the plume is now taking an eastward
turn .
The County Environmental Health representatives suggested this
may be due to some very large , very deep agricultural wells due
east of the depot . This resulted in all the regulatory people
agreeing that DDRW Tracy needs to do an off-site well survey .
The County EHD suggested DDRW-WB sample these large
agricultural wells , but DDRW-WB declined. DDRW Tracy and the
CoE stated that we had exercised an option in the quarterly
