irnia Department of Health Services <br /> /m <br /> T�o/ orandum <br /> / David Wang, P.E. -kd Dote : October 11, 1989 <br /> Senior Waste Management Engineer Subject: <br /> DRAFT RI/FS <br /> REPORT, DDTC <br /> From <br /> Toxic Substances Control Program <br /> 4250 Power Inn Road <br /> (916) 924-2154 <br /> BACKGROUND <br /> Defense Depot Tracy (DDTC) is presently conducting a remedial <br /> investigation/feasibility study (RI/FS) to determine to what <br /> extent the handling of hazardous materials has degraded the <br /> environment. Woodward Clyde Consultants (WCC) , DDTCs' primary <br /> contractor, has submitted a draft report entitled RI/FS <br /> Engineering Report, DDTC. The draft report provides a <br /> detailed account of the WCCs' investigative work and <br /> summarizes the results of previous investigations. <br /> The draft report was submitted to the Department of Health <br /> Services (Department) and the California Regional Water - <br /> Quality Control Board (RWQCB) for review. Prior to finalizing <br /> comments, on August 31 the Departments' staff met with the <br /> representatives of the RWQCB, DDTC, and WCC. The purpose of <br /> the meeting was to discuss concerns regarding the <br /> hydrogeologic investigation. <br /> During these discussions WCC was able to explain the rationale <br /> used in conducting its' hydrogeologic investigation. In turn, <br /> the Department outlined its' concerns and recommendations for <br /> additional work (attached hydrogeologic comments) . Through <br /> further discussion the Department agreed to reevaluate its' <br /> recommendations regarding additional work based on WCCs' <br /> continuance of the hydrogeologic investigation. A report <br /> detailing the supplementary findings of the continued <br /> investigation will form the basis for the Departments' <br /> reevaluation. <br /> SUMMARY <br /> The summary of conditions and conclusions reached by WCC are: <br /> o The soils and groundwater at DDTC are contaminated by <br /> solvents, primarily trichloroethene (TCE) and <br /> tetrachloroethene (PCE) . <br />
