State of California Department of Health Services <br /> Memorandum <br /> To Jim Pinasco Date August 1, 1989 <br /> Waste Management Engineer <br /> Subject: Defense Depot <br /> Tracy (DDTC) Draft <br /> Via Richard McJunkin, CEG RI/FS Review <br /> Senior Engineering Geologist <br /> From Toxic Substances Control Division <br /> 4250 Power Inn Road <br /> (916) 920-6560 <br /> Per your request to the Technical and Support Services Unit <br /> (TSSU) , the Draft Remedial Investigation/Feasibility Study <br /> Engineering Report Defense Depot Tracy California (Draft RI/FS) <br /> dated July 3 , 1989, by Woodward-Clyde Consultants has been <br /> reviewed for hydrogeologic content. Only Volume 1 of the Draft <br /> RI/FS has been reviewed to date. <br /> Comment 1 <br /> TSSU has two major disagreements with the Draft RI/FS . <br /> The Draft RI/FS states that the hydrogeology has been <br /> sufficiently defined for RI/FS purposes. The subsurface <br /> geology of the site and critical off-site areas have- not <br /> been adequately characterized which precludes the <br /> identification of groundwater contaminant pathways. The <br /> quality of the geologic cross-sections and borehole <br /> lithologic logs are inferior with respect to industry <br /> standards and considered by TSSU to be inadequate for <br /> assuring that contamination emanating from DDTC has been <br /> defined. <br /> The Draft RI/FS states that the Upper Tulare aquifer is <br /> one hydrostratigraphic unit. There is currently <br /> insufficient hydrogeologic information to make this <br /> determination. <br /> Specific details and examples of these two disagreements are <br /> presented in the "Primary Concerns" section of this review. <br />
