Box 960001 <br /> Stockton, CA 95296 <br /> DRAFT REMEDY ENHANCEMENT DECISIONS AT SVE SITES AREA 1/BUILDING 237, <br /> SWMU 1/AREA 2, AND AREA 3 REPORT, DEFENSE DISTRIBUTION DEPOT SAN <br /> JOAQUIN- TRACY, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) staff has reviewed the September 2008 Draft Remedy Enhancement Decisions at <br /> SVE Sites Area 1/Building 237, SWMU 1/Area 2, and Area 3 Report(Draft Report). <br /> URS Group Inc. prepared the Draft Report on behalf of Defense Logistics Agency <br /> Enterprise Support San Joaquin, California (DESJC) for the Defense Distribution Depot <br /> Tracy Site (Site), located in Tracy, California. <br /> In the Draft Report, DESJC documents March 2008 cone penetrometer test sampling of soil, <br /> soil vapor, and groundwater at three Site areas in which remediation by soil vapor extraction <br /> is currently underway. Laboratory chemical analyses on soil vapor samples collected from <br /> Areas 1 and 3 detected concentrations of tetrachloroethene (PCE) or trichloroethene (TCE) <br /> above the cleanup levels required in the Record of Decision (ROD) documents for the Site. <br /> Also, analyses on groundwater samples from Areas 2 and 3 exceeded ROD cleanup levels <br /> for PCE or TCE. DESJC recommended no further action for Area 2 and Area 3, and further <br /> evaluation of remediation alternatives for Area 1 . DESJC stated in the Draft Report that: <br /> "Remediation alternatives for Area 1/Building 237 are being evaluated and will be presented <br /> shortly in an addendum to this report." <br /> COMMENTS <br /> 1 . DESJC should continue ROD-specified cleanup remedies at all areas with concentrations <br /> of constituents of concern that are greater than the ROD cleanup levels, or propose <br /> alternatives within appropriate public review documents. <br /> 2. Regional Water Board staff concurs with the comments provided in letters to DESJC from <br /> the U.S. Environmental Protection Agency and the California Department of Toxic <br /> Substances Control, dated 20 October 2008 and 24 October 2008, respectively. <br /> California Environmental Protection Agency <br /> Qd Recycled Paper <br />
