Stantec Consulting Corporation prepared the Work Plan <br /> for the Olin Chlor Alkali (Olin) chemical manufacturing facility (Facility) at 26700 South Banta <br /> Road in Tracy. <br /> Olin proposes to install a groundwater monitoring well in the Lower Aquifer Zone at the <br /> Facility and screen it between 70 and 80 feet below the ground surface. The well will be <br /> added to the Monitoring and Reporting Program No. R5-2008-0819 (MRP) dated <br /> 9 June 2008 and monitored and sampled quarterly. It will replace onsite well AP-2 which <br /> will be removed from the MRP and returned to service as a site water supply well. <br /> Regional Water Board staff approves the Work Plan with the following comments: <br /> 1. Olin intends to screen the soil samples collected at 5-foot intervals with a photoionization <br /> detector. Any soil samples in which screening results indicate contamination between <br /> the ground surface and the saturated zone should be submitted to a California-certified <br /> laboratory for chemical analyses of constituents of concern at the Facility. <br /> 2. Olin intends to sample soil continuously between 60 and 80 feet below the ground <br /> surface, apparently to ensure that the monitoring well screen is placed within water- <br /> bearing material. However, the Work Plan does not describe a contingency in the event <br /> that the proposed 70 to 80-foot screen interval is not within water bearing material. The <br /> field geologist should be instructed to discuss the actual screen interval with the <br /> registered Professional in charge in the event that the depth of screen placement must <br /> be adjusted so as to place it within water-bearing material. <br /> 3.
