TO COMMENTS: REVIEW LETTER OF DRAFT WELL MONITORING <br /> PROGRAM 2007 ANNUAL MONITORING REPORT, DEFENSE DISTRIBUTION DEPOT <br /> SAN JOAQUIN— TRACY, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) staff has reviewed the Response To Comments on our 19 April 2008 review letter. <br /> That letter presented comments on the Draft Well Monitoring Program 2007 Annual <br /> Monitoring Report: (Draft Report). URS Group Inc. (URS) prepared the Draft Report dated <br /> December 2007 and the Response to Comments received 21 April 2008 on behalf of <br /> Defense Logistics Agency Enterprise Support San Joaquin, California (DESJC) for the <br /> Defense Distribution Depot Tracy Site (Site), located in Tracy, California. <br /> In the Draft Report, DESJC had proposed substantial changes to the Site well monitoring <br /> program, including the monitoring well sampling frequency Decision Logic. The proposed <br /> changes were significant and presented a removal of approximately 40 percent of the <br /> groundwater monitoring wells tested at least once each year for volatile organic compounds <br /> and approximately 60 percent of the wells tested for organochlorine pesticides. Regional <br /> Water Board staff comments were significant as were comments provided by United States <br /> Environmental Protection Agency (USEPA) and California Department of Toxic Substances <br /> Control (DTSC). As a result, representatives of the following stakeholders convened a <br /> meeting 1 April 2008 to discuss the many changes and comments before DESJC prepared <br /> Response To Comments documents: DESJC, URS, Noblis, USEPA, DTSC, and Regional <br /> Water Board. <br /> The Response To Comments document adequately addresses Regional Water Board <br /> staff comments presented in our 19 April 2008 letter and during the 1 April 2008 stakeholder <br /> meeting.
