The Draft Work Plan summarized sampling of soil beneath the Building 10 <br /> concrete slab conducted by ACOE in December 2007. On 2 April 2008, <br /> Regional Water Board staff contacted URS staff to discuss the source of the <br /> ACOE investigation data. On 2 April, URS staff forwarded, via email, a draft of <br /> the ACOE report entitled Building 10 Industrial Waste Pipeline Inspection and <br /> Sampling Report of Findings, dated February 2008. However, the Draft Work <br /> Plan did not provide sufficient detail from that work, including sample locations <br /> and concentrations of contaminants of concern (CDCs). The Final Work Plan <br /> should include sufficient detail and should reference the ACOE results report. <br /> 2. The draft ACOE results report includes data on a 15 October 2007 video survey <br /> performed on waste pipes inside of Building 10. The notes and map generated <br /> during the field work (Appendix A) reference a concrete slab that filled a portion <br /> of a 4-inch diameter cast iron IW PL beneath the west part of the building, a <br /> 3-inch diameter cast iron waste pipe, a clean-out located about 40 feet south of <br /> the sump near the tool room, and filled pipe trenches west of the clean-out. <br /> DESJC should evaluate these recent observations made by ACOE and <br /> determine if the proposed sample locations in the Draft Work Plan should be <br /> adjusted. <br /> 3. The figures in the draft ACOE results report show features not shown on the <br /> figures in the Draft Work Plan. For example, ACOE Figures 1 and 2, and the <br /> video survey sketch map figure in Appendix A show sumps that are not shown <br /> on Figures 1 and 2 of the Draft Work Pian. These features and the features <br /> discussed in Item 2, above, should be considered for inclusion on the Draft Work <br /> Plan figures. <br /> 4. The Draft Work Plan proposes soil and groundwater sample analyses for total <br /> petroleum hydrocarbons (TPH) using USEPA Method 8015. Please identify the <br /> hydrocarbon range or ranges that the chemical analysis laboratory will quantify. <br /> 5. In Table 3-1 on page 3-2 of the Draft Work Plan, it states that 14 CPT borings will <br /> be advanced during Round 1 of the work and 31 CPT borings during Round 2. <br /> However, other tables and text in the Draft Work Plan indicate that 15 will be <br /> advanced in Round 1 and 30 in Round 2. <br /> 6. A typographical error in Section 1.1 .1 references Section 1 .2.2 rather than <br /> Section 1 .1.2. <br /> 7. A typographical error in Section 1.1.6 references Section 1 .2.4 rather than <br /> Section 1 .1.4. <br />
