t <br /> Review of the Draft Final Project Closeout Plan (Remedial Action Report) <br /> SWMU S Large Excavation <br /> Defense Distribution Depot San Joaquin (DDJC)Tracy Site,Tracy, California <br /> July 2004 <br /> It appears that all except one of EPA's comments on the Draft Project Closeout Plan have been <br /> addressed and incorporated into the Draft Final Project Closeout Plan. The exception is noted <br /> below. <br /> GENERAL COMMENT <br /> 1. Response to General Comment 1: The response still does not accurately describe what <br /> agreements were reached concerning backfilling. As discussed in the original comment, <br /> EPA stated that the exceedences to be left in place would be described to EPA <br /> management to get concurrence to allow backfilling of the center trench. The response <br /> states that"the RPM team met and determined that the center trench could be backfilled." <br /> This does not reflect what was documented in the DDJC-Tracy RPM Meeting Minutes <br /> from November 19, 2004. Please change the text to state, "On November 19, 2004, the <br /> RPM team met and discussed backfilling of the center trench, from 20 to 14 feet bgs. <br /> Although backfilling the entire trench was not approved by the RPM team, it was agreed <br /> that the risk to the contractor was very small if backfilling below 14 feet bgs occurred." <br />
