Additional <br /> remedial activities are needed at Building 24 in order to reduce the <br /> concentrations of volatile constituents in soil to below cleanup levels in order to <br /> protect human health. As discussed during the March 3, 2004 teleconference, <br /> DTSC recommends further indoor-air monitoring inside of Building 24 to help <br /> ensure pharmacy and fuel-laboratory personnel working inside are not at risk <br /> from indoor-air pollution. DTSC recommends that an indoor-air monitoring plan <br /> be developed for the continued use of Building 24 and be submitted to the <br /> regulatory agencies as soon as possible for approval.. <br /> 3.) Page 5-1, section 5.1.2, third sentence: This sentence states that Ground Water <br /> Treatment Plant 1 (GWTP1) was shutdown on August 5, 2003. This contradicts <br /> other sections in the report (sections 7.2.1, 5.2.1.1, and 5.2.1.4) stating that <br /> GWTP1 was shutdown on August 20, 2003. Please correct these discrepancies <br /> in the report for consistency. <br /> 4.) The report discusses that 44% of the TCE plume in the Lower Zone, east of the <br /> Annex, was not captured in 3Q03. Please discuss in the report why Extraction <br /> Well (EW) EW024B was not in operation at the time of water level <br /> measurements. In addition, please discuss in the report if EW024B had been <br /> operational at the time, would it have been able to help achieve 100% capture in <br /> this zone. <br /> 5.) Page 4-7, section 4.4.2.1: This section indicates that the existing dieldrin plumes <br /> in the Annex area are showing a significant downward migration into deeper <br /> water bearing zones. Historically, reporting of the pesticide concentrations was <br /> based on Above Upper, Upper and Middle Horizons. Currently, the 2003 data is <br /> based on the deeper Upper and Lower Hydrologic Zones instead. Please <br /> discuss in the report any additional extraction or monitoring wells that need to be <br /> implemented in order to control and monitor the dieldrin plumes migration. <br /> DTSC concurs with the recommendations presented in the DDJC-Tracy 2003 Annual <br /> Ground Water Monitoring Report. <br />
