Box 960001 <br /> Stockton, CA 95296 <br /> Re: Draft Explanation of Significant Differences to the Site-Wide Comprehensive <br /> Record of Decision, Defense Distribution Depot San Joaquin (DDJC) Tracy <br /> Site, Tracy, California, October 2003 <br /> Dear Mr. Cloud: <br /> The U.S. Environmental Protection Agency (EPA) Region 9 has received the Draft <br /> Explanation of Significant Differences (ESD) to the Site-Wide Comprehensive Record of <br /> Decision (ROD), Defense Distribution Depot San Joaquin (DDJC) Tracy Site, Tracy, California, <br /> dated October 9, 2003. We have reviewed the aforementioned document. <br /> EPA concurs with the decision to document changes in cleanup levels and remedies in this <br /> ESD, as discussed at the Remedial Project Managers Meeting in Tracy on November 5, 2003. In <br /> general comments, we request for more justification of how the new cleanup standard for dieldrin <br /> at Solid Waste Management Unit (SWMU) 6 is protective of human health and the environment <br /> and why land use controls (LUCs) are not necessary for SWMU 8. In general, more information <br /> needs to be provided to support the proposed changes to the ROD. Specific comments are <br /> included to address these issues. <br /> We also reviewed the SWMU 8 Data Quality Documentation Supplement Appendix E to <br /> the Draft ESD, dated November 13, 2003.
