The Letter
requests to remove the liquid phase carbon (LPC) step from the groundwater treatment system
because the ultraviolet light, hydrogen peroxide dosing, and air stripper are effectively removing
pollutants from the extracted groundwater. The Letter states the LPC is an unnecessary extra
step, and problems with the LPC are potentially preventing the system from moving out of the
prove-out phase into the full-scale remediation.
Regional Board and Department of Toxic Substance Control (DTSC) staff does not object to
removing the LPC from the treatment system train. As requested in Regional Board staff's
20 May 2003 letter, by 29 August 2003,please submit a supplement to the April 2003 Treatment
System Prove-Out Report that describes the evaluation and implementation, if appropriate, of
DTSC's recommendations and work performed to move the system into full-scale remediation.
If you have any questions, you may contact me at(916) 255-3119 or by email at
lewisd@rb5s.swrcb.ca.gov.
DEVRA LEWIS
Environmental Scientist
cc: Mr. Doug O'Neal, Department of Toxic Substances Control, Sacramento
Mr. Harlin Knoll, San Joaquin County Environmental Health Department, Stockton
Kearney National, Inc., New York,NY
Mr. H.
