The RAR <br /> should not be finalized until the original remedy is implemented or the change to the selected <br /> remedy is documented in an ESD or ROD Amendment. <br /> There are three soil sample locations (e.g., SL0016, SS086, and SS087) located outside <br /> the bounds of the AB cover at DSERTS 67 that exceed the ESD revised cleanup standards. In <br /> addition, a sample location (SL0014) along the boundary of the AB cover had a manganese <br /> concentration in excess of the ESD revised cleanup standard,but there was apparently no further <br /> delineation of the extent of the contamination to determine whether the AB cover boundary was <br /> properly located. A comment is included that requests justification for the exclusion of these <br /> locations from the AB cover. <br /> Specific comments on Sections 2.2, 6.2, and 7.0 consider activities associated with future <br /> management of the cover on the Northern Depot Soils Area. The specific comment on Section <br /> 2.2 requests the identification of the DDJC organization that will be responsible for tracking the <br /> potential land use restrictions for DSERTS 67 in anticipation of a change in ownership of the <br /> installation. The specific comment on Section 6.2 addresses the need for an institutional control <br /> that will inform future users of the property of the potential need to upgrade the aggregate base <br /> cover to an asphalt cap. The Section 6.2 comment also requests the identification of the DDJC <br /> organization(s) that will be responsible for the development, management, implementation, and <br /> enforcement of institutional controls.
