I <br /> reviewed recommendations in the 2002 Annual Report regarding groundwater <br /> sampling, groundwater extraction system performance, contaminant removal and <br /> the proposed groundwater monitoring frequency. <br /> General Comments <br /> 1. It would be helpful if the report included a section that discusses the current, and <br /> if applicable past groundwater sampling methodologies (e.g. conventional three <br /> well purge using a submersible pump or possibly a bailer, low flow sampling, <br /> etc.) used at the site. If sampling methods have changed over time, then the <br /> time series plots should indicate when the sampling method changed. <br /> 2. Please include time series plots for extraction wells. <br /> 3. Section 7.0, Recommendations, includes several actions but does not include a <br /> level of priority or timeframe for implementation for any of the actions. In some <br /> cases, the recommendations appear to only have limited impact on current <br /> operations (e.g. mass removal rates) and should be identified as a relatively low <br /> priority. Other cases (e.g. manual vs. automatic operation of GWTP1) are likely <br /> much higher in priority and should be identified as such. Timeframes for <br /> completing the actions should also be provided. <br /> The energy challenge facing California is real.
