Mr. Marshall Cloud
March 6, 2003
Page 2
times will be extended, there is a greater risk of contaminant migration, and mass
removal efficiency will continue to decrease thereby requiring additional funds to
be allocated to correct the deficient extraction/remediation system.
3.) After the report was received by DTSC, DTSC's project manager attended and
participated in the Remedial Project Manager's meeting on February 12, 2003.
From that meeting it appears that most of the above-mentioned issues in addition
to the treatment-system communication problems have been rectified. Although
the regulatory agencies were told the problems have been fixed, they were never
told what caused the treatment system communication problems to begin with.
Specifically, please indicate in the report what caused the communication problem,
and what assurances can DDJC provide the regulatory agencies with to ensure
that these issues do not manifest themselves again in the future.
Specific Comments
1.) Page 5-1, section 5.1.4, last sentence: This section states that Extraction Wells
"(EW002AU) and EW005AUA are also equipped with liquid-phase granular
activated carbon (GAC) at the wellhead to control pesticide concentrations,
although these GAC systems are not in operation." Please identify in the report
why the wellhead treatment is not currently in use, and when it will be fully
implemented on the wells.
2.) Page 5-1, section 5.1.6, third sentence: Due to EW043AU's low yield it will not be
used as part of the pesticide extraction system according to the report. Please
indicate in the report whether the well will be properly abandoned and destroyed if
not planning to be used in the pesticide design. If not, please indicate in the report
if the well will be used as an additional groundwater extraction well for Volatile
Organic Compounds.
3.) Page 5-2, section 5.1.7, third sentence: Please refer to specific comment#1 for
EW021A and EW022A.
4.) Page 5-2, section 5.2.1.3, fifth sentence: Please rephrase this sentence in the
report to "Due to communication problems with the treatment system, the design
flow rates are either unknown or estimated."
5.) Page 5-3, section 5.2.1.4, fourth sentence: In the final version of the report, please
update the sentence(s) in the report to reflect the current status of the treatment
systems at that time.
