I IPROPOSED PLAN <br /> CONTENTS 1 <br /> PROPOSED , Purpose of the Proposed Plan <br /> The purpose of this Proposed Plan for Amendments to the Sitewide <br /> Comprehensive Record of Decision is to give the public an opportunity <br /> Introduction 1 to review and comment on recommended changes to the previously <br /> published cleanup plans for certain contaminated sites located at <br /> Defense Distribution Depot San Joaquin California,Tracy Site <br /> Opportunities for (DDJC-Tracy). <br /> Community Involvement 1 <br /> Depot Background <br /> Figure 1: DDJC-Tracy is located in an unincorporated area in San Joaquin County, <br /> Location of DDJC-Tracy 1 southeast of the City of Tracy. Figure 1 shows DDJC-Tracy's regional <br /> location. <br /> Overview of the Proposed Plan 2-4 Since 1942,the federal Defense Logistics Agency has operated the <br /> site as a storage and distribution depot for the United States military <br /> Figure 2: services in the western U.S. and the Pacific region. In 1990,the depot was placed on the federal National <br /> Location of Remedial Action Sites 5 Priorities List,also known as the Superfund list. As a result,environ- <br /> mental activities at DDJC-Tracy are subject to the requirements of the <br /> Changes Proposed in Comprehensive Environmental Response,Compensation and <br /> the ROD Amendment 0-8 Liability Act(CERCLA),as amended by the Superfund Amendments <br /> and Reauthorization Act(SARA). <br /> Solid Waste Management Unit In 1991,DDJC-Tracy entered into an agreement,called a Federal Facilities <br /> (SWMU) 4 8-7 Agreement(FFA),with three regulatory oversight agencies:the U.S. <br /> Environmental Protection Agency(EPA),the State of California <br /> Operable Unit 1 (OU 1) 7-8 Department of Toxic Substances Control(DTSC),and the State of <br /> California Water Quality Control Board,Central Valley Region(RWQCB). <br /> The FFA requires DDJC-Tracy to conduct environmental studies and <br /> Defense Site Environmental 8 perform cleanup activities to protect the health and safety of the community <br /> Reporting and Tracking System and the environment. These activities follow a certain process,in accordance <br /> (DSERTS) 72 with federal and state requirements.
