Draft Remedial Design <br /> Defense Depot San Joaquin Tracy Site <br /> 6.1 Introduction indicates that ICs will include land use restrictions and groundwater monitoring. <br /> Furthermore, land use restrictions will be implemented to prevent disturbances to groundwater, <br /> such as leaving a structure over the area of contamination to prevent infiltration and contaminant <br /> migration or to prevent human health impacts. Additionally, Section 6.1 indicates that a human <br /> health threat exists at SMWU 7, but subsequent sections do not discuss the human health threats <br /> or how they will be mitigated. In an effort to prevent further delays on the finalization of the <br /> Record Of Decision for Tracy, it was agreed that the specifics of the ICs would be developed in <br /> the Remedial Design. <br /> Recommendation: <br /> As part of the Remedial Design include a description of the type of IC required and provide the <br /> reason. Also, identify the specific activities that is prohibited by the IC and include specific land <br /> use changes that are prohibited. The specific IC language should include the process that will be <br /> followed in the event a land use change is identified in the future, i.e, how will the regulatory <br /> agencies be notified prior to any major land use change. A change from Tracy, DDJC's current <br /> land use to recreational and/or a sensitive land use such as housing, schools, hospitals and or day <br /> care centers is a major land use change. Additionally, indicate how and/or where the IC will be <br /> recorded and how will it be enforced. <br /> 6.2.4 Design Data Gaps and 6.2.5 Design Data Collection Plan indicate that the leachability of <br /> soil contaminants from SMWU 7 into groundwater is a threat and that the additional data will <br /> identify the extent of the threat. Furthermore, it will support future decisions regarding <br /> groundwater monitoring without any mention of human health threat which was referenced earlier <br /> in Section 6.1. The seven pits which make up SMWU 7 are now either partially or completely <br /> beneath Warehouses 15, 19 and 21 and /or concrete or asphalt pavement. Partial or complete <br /> removal of any of these structures may impact human health threats. <br /> Recommendation: Revise the appropriate sections so that they are consistent. Additionally, <br /> present the details cf ICs for the site. <br /> 6.3 SWMU 33 Industrial Pipeline <br /> Section 6.3.3 ROD Requirements does not provide what the ICs will entail. Refer to above <br /> comment and revise sections according. <br /> 6.4 Building 30 Drum Storage Area <br /> Section 6.4.3 ROD Requirements does not provide what the ICs will entail.
