Monitoring Well Abandonment and <br /> Installation Workplan - City of <br /> Lathrop Crossroads Wastewater <br /> Treatment Facility, Land Application <br /> Sites 1 and 2 <br /> 1. General Information <br /> In the August 6, 2015,letter"Meeting Summary and Water Code Section 13267 Order for <br /> Technical Report,City of Lathrop Consolidated Wastewater Treatment Facility San Joaquin <br /> County,"Central Valley Regional Water Quality Control Board (RWQCB) staff requested a <br /> Monitoring Well Abandonment and Installation Workplan if the Discharger(City of <br /> Lathrop)wishes to abandon monitoring wells KMW-1 and KMW-3.The purpose of the <br /> workplan is to abandon existing wells located in Land Application Sites 1 and 2 (LAS-1 and <br /> LAS-2) prior to their development into paved areas and industrial structures (Figure 1). <br /> Furthermore,RWQCB staff requested a proposal for replacing these monitoring wells to <br /> monitor the effectiveness of the salinity mitigation plan.This workplan responds to that <br /> request. <br /> 1.1. Background <br /> Until August 2015,the City of Lathrop's Crossroads Wastewater Treatment Facility(WWTF) <br /> treated industrial wastewater generated within the City of Lathrop.The WWTF is regulated <br /> under Waste Discharge Requirements (WDRs) Order No. 5-01-251.Although the <br /> Crossroads wastewater is now being redirected to the adjacent Consolidated Treatment <br /> Facility(CTF),the WWTF WDRs remain active.In the WWTF WDRs,the City of Lathrop and <br /> Crossroads CREA LLC are named as co-permittees.The WWTF operations included storage <br /> of recycled water in ponds and application to agricultural land application sites (LAS). <br /> 1.2. Purpose <br /> Monitoring wells KMW-1 and KMW-3 are located on LAS-1 and LAS-2 as shown on Figure <br /> 1. LAS-1 and 2 have been sold and will be developed with a warehouse and related parking <br /> facilities. Accordingly,KMW-1 and KMW-3 must be abandoned.The RWQCB has requested <br /> that the wells be replaced if needed to monitor the effectiveness of the salinity mitigation <br /> plan.This Monitoring Well Abandonment and Installation Workplan describes the <br /> necessary well abandonment and well construction plans to meet this request,consistent <br /> with the"Requirements for Monitoring Well Installation Workplan,and Monitoring Well <br /> Installation Reports"included as an attachment to their August 6,2015 written request.This <br />
