The purpose of the reports is to request <br /> authorization to begin discharging treated wastewater to Land Application Area Sites (LAS)-1 and <br /> LAS-3. The discharge is requested to allow the existing evaporation/percolation ponds to dry out faster <br /> and thereby allow other wastewater treatment system improvements to be constructed with minimal <br /> delay. <br /> The discharge of treated wastewater to land application areas is described in Waste Discharge <br /> Requirements (WDRs) Findings Nos. 16, 18, 19, 20, and 21, and the locations of the land application <br /> areas are presented on Attachment B of the WDRs. LAS-1 and LAS-3 are described in the WDRs. <br /> The WDRs state that wastewater may be discharged to these areas upon evidence that certain <br /> improvements have been made. <br /> The reports state the City has completed improvements to LAS-1 as required in the WDRs. <br /> Improvements include a purple pipe wastewater transmission pipeline, purple distribution piping and <br /> valves,public notice signs, and perimeter berms. At LAS-3,public notice signs have not been <br /> installed. On 14 February 2003, Department of Health Services issued an approval of the piping, <br /> operation and maintenance plan,use map, employee training, facility alarms, effluent criteria, and <br /> emergency personnel contact information for the landapplication areas. <br /> The improvements are consistent with the requirements of the WDRs and therefore the City may begin <br /> discharge of wastewater to LAS-1 at the agronomic rates described in the reports. However,prior to <br /> wastewater discharge at LAS-3, public notice signs must be installed and a report provided to the <br /> Regional Board describing the installation of the signs. The Discharger must operate the new land <br /> application areas as required by the WDRs.
