The NOP describes construction of a <br /> residential/commercial development with a 300 acre employment center, a town center, a relocated and a <br /> new manna, 1,800 acres of residential land use, 350 acres of golf course, 180 acres of developed <br /> parkland, 1,575 acres of open space and lakes, and related public facilities and infrastructure to be <br /> developed in two phases. <br /> Section 12 of the NOP indicates the River Island wastewater would be treated at the City of Lathrop <br /> Wastewater Treatment Plant (WWTP)No. 1 (Crossroads) and the tertiary treated wastewater would be <br /> land applied on River Island agricultural lands,park grounds, and golf courses. Application areas on <br /> River Island are not included in the WWTP No. 1 Waste Discharge Requirements (WDRs). The <br /> disposal of treated wastewater to.new land application areas requires revision of the WDRs. Section 5 of <br /> the NOP indicates construction of an on-site WWTP is also being considered. If an on-site system is <br /> constructed or if wastewater is land applied outside the identified land application area for WWTP <br /> No. 1, then consistent with California Water Code Section 13260, the owners or developers are required <br /> to submit a Report of Waste Discharge at least 120 days prior to discharging wastewater. <br /> Depending on the Standard Industrial Classification(SIC) code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br /> Permit, the proponent must submit a Notice of Intent to comply with the pen-nit (NOI) to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP)must be prepared. <br /> Because construction associated with the project will disturb more than five acres or is part of a larger <br /> common plan of development that encompasses five or more acres, the property owner needs to obtain <br /> permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit <br /> No. CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before <br /> construction begins, the proponent must submit an NOI to comply with the permit to the State Water <br /> Resources Control Board and a S WPPP must be prepared.
