CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF LATHROP AND METROPOLITAN LIFE INSURANCE COMPANY <br /> WASTEWATER TREATMENT FACILITY NO. 1 (CROSSROADS) <br /> SAN JOAQUIN COUNTY N <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds <br /> that: <br /> 1. On 18 May 2001,the City of Lathrop (hereafter Discharger) submitted a Report of Waste Discharge <br /> (RWD) for a wastewater treatment facility to treat and dispose of domestic wastewater generated in <br /> the City of Lathrop. Additional information was received from the Discharger on 29 June 2001. <br /> 2. The Discharger submitted a Title 22 Engineering Report to the Regional Board and California <br /> Department of Health Services (DHS) on 14 June 2001. DHS provided comments on the Title 22 <br /> Report; those comments are addressed in these WDRs. <br /> 3. For the purposes of this Order, the wastewater treatment facility shall mean the wastewater <br /> collection system, the wastewater treatment plant, the wastewater storage ponds, and the designated <br /> wastewater disposal areas. The facility site location is shown on Attachment A, which is attached <br /> hereto and made part of this Order by reference. <br /> 4. The treatment facility and land application areas are located at 19094 Howland Road, Lathrop, in <br /> Section 35, TIS, R6E and Section 2, T2S,R6E MDB&M. Industrial developments border the T <br /> facility and land application areas to the north and west, railroad tracks and agricultural land border <br /> the facility and land application areas to the south and east. The facility site plan is shown on <br /> Attachment B,which is attached hereto and made part of this Order by reference. (� <br /> 5. The WWTF is located on several parcels. The City of Lathrop ovins the parcels which contain the V <br /> storage ponds, existing treatment plan, and pump station; Metrop6litan Life Insurance Company <br /> owns the proposed land application Sites No. 1, 2, and 3.
