WASTE DISCHARGE REQUIREMENTS ORDER NO. • 12 <br /> CITY OF LATHROP AND METROPOLITAN LIFE INSURANCE COMPANY <br /> CROSSROADS TREATMENT PLANT NO. 1,SAN JOAQUIN COUNTY <br /> [Note: Other prohibitions, conditions, definitions, and some methods of determining compliance are <br /> contained in the attached "Standard Provisions and Reporting Requirements for Waste Discharge <br /> Requirements"dated I March 1991.] <br /> A. Discharge Prohibitions <br /> 1. Discharge of wastes to surface waters or surface water drainage courses is prohibited. <br /> 2. Bypass or overflow of untreated or partially treated waste is prohibited. <br /> 3. Discharge of sewage from a sanitary sewer system at any point upstream of a wastewater <br /> treatment plant is prohibited. Discharge of treated wastewater downstream of the treatment <br /> plant shall only occur at the approved land application areas. <br /> 4. Discharge of waste classified as 'hazardous' under Section 2521, Chapter 15 of Title 23 or <br /> 'designated', as defined in Section 13173 of California Water Code is prohibited. <br /> 5. Application of recycled water shall be performed as described in Finding Nos. 19, 20, and 21; <br /> application at rates in excess of the crop nitrogen requirements, or at rates that would cause <br /> excess nitrogen, dissolved solids, or metals to leach to groundwater is prohibited. <br /> 6. Fodder and fiber crops produced in the land application area shall not be provided as feed for <br /> animals producing milk for human consumption. Use of the land application area as grazing <br /> pasture for animals producing milk for human consumption is prohibited. <br /> B. Discharge Specifications <br /> 1. The 30-day average treatment plant flow shall not exceed 200,000 gpd. Upon completion of <br /> the facility improvements (piping, signs, fences, grading, cropping, and lining the storage <br /> ponds)the Discharger shall submit a report prepared by a California licensed engineer <br /> describing the improvements. The report shall include the approval letters for the submittals <br /> to DHS required by Provision La. Upon approval of the report by the Executive Officer,the <br /> 30-day average treatment plant effluent flow shall not exceed 250,000 gpd. The flow rate <br /> limit shall be applied to the flow entering the headworks. <br /> 2. Wastewater treatment and use of recycled water shall not cause pollution or a nuisance as <br /> defined by Section 13050 of the California Water Code (CWC). <br /> 3. The discharge shall not cause the degradation of any water supply <br /> 4. Public contact with wastewater shall be precluded or controlled as appropriate through such <br /> means as fences, signs or acceptable alternatives. <br /> 5. No waste constituent shall be released or discharged, or placed where it will be released or <br /> discharged, in a concentration or in a mass that causes violation of the Groundwater <br /> Limitations. <br />
