Exhibit a pH of less than 6.5 or greater than 8.5 pH units. <br /> d. Impart taste, odor, or color that creates nuisance or impairs any beneficial use. <br /> 2. For the effluent recycling and land disposal areas: <br /> a. Release of waste constituents from any land disposal area associated with the <br /> wastewater treatment facility shall not cause groundwater under and beyond the land <br /> disposal area to contain waste constituents in concentration statistically greater than <br /> background water quality. <br /> b. If groundwater monitoring shows that waste constituents are present in concentrations <br /> greater than background, then upon request of the Executive Officer, the Discharger <br /> shall complete the report described in Provision F.3. <br /> F. Provisions <br /> 1. The Discharger shall complete facility improvements designed to protect water quality, <br /> perform background water quality studies, and implement an enhanced monitoring program <br /> according to the following time schedule. All reports shall be submitted pursuant to Section <br /> 13267 of the California Water Code, and shall be prepared by a California registered <br /> Professional Engineer except groundwater monitoring workplans which may be prepared by a <br /> California Registered Geologist. <br /> a. Prior to discharging the wastewater through the new piping system, the Discharger shall <br /> submit a copy of each document listed below (also described in the 5 July 2001 DHS <br /> review of the Title 22 Engineering Report) and shall submit the corresponding DHS <br /> approval letter. <br /> i. Plans and Maps of Domestic and Recycled Water Lines <br /> ii. Use Area Permit and Operations Plan <br /> b. By 11 January 2002, the Discharger shall submit an Operation and Maintenance <br /> (O&M) Plan for the wastewater treatment facility and land application area. The O&M <br /> Plan shall instruct field personnel on how to manage the day-to-day discharge <br /> operations to comply with the terns and conditions of this Order and how to make field <br /> adjustments, as necessary, to preclude nuisance conditions (e.g., standing water and <br /> objectionable odors from ponded wastewater). It shall also include a nuisance condition <br /> troubleshooting flowchart and a description of notification requirements. A copy of the <br /> O&M Plan shall be kept at the facility for reference by operating personnel. Key <br /> personnel shall be familiar with its contents. The O&M Plan shall include the following <br /> documents as report appendices: <br /> i. A Cropping Plan which identifies the land application areas, wastewater application <br /> method, tailwater control method, berms/checks/furrows, crops to be grown, <br /> nitrogen removal calculations, and crop cutting/harvesting/disposal procedures. <br />
