0 1 0 <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 5-01-251 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF LATHROP AND CROSSROADS CREA LLC <br /> WASTEWATER TREATMENT FACILITY NO. 1 (CROSSROADS) <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter Board) finds <br /> that: <br /> 1. On 18 May 2001, the City of Lathrop submitted a Report of Waste Discharge (RWD) for a <br /> wastewater treatment facility to treat and dispose of domestic wastewater generated in the City of <br /> Lathrop. Additional information was received from the Discharger on 29 June 2001. <br /> 2. For the purposes of this Order, the wastewater treatment facility(W WTF) shall mean the wastewater <br /> treatment plant, the wastewater storage ponds, and the designated land application areas. The <br /> facility site location is shown on Attachment A,which is attached hereto and made part of this <br /> Order by reference. <br /> 3. The treatment facility and land application areas are located at 19094 Howland Road, Lathrop, in <br /> Section 35, T1S,R6E and Section 2, T2S, R6E MDB&M. Industrial developments border the <br /> facility and land application areas to the north and west,railroad tracks and agricultural land border <br /> the facility and land application areas to the south and east. The facility site plan is shown on <br /> Attachment B,which is attached hereto and made part of this Order by reference. <br /> 4. The W WTF is located on several parcels. The City of Lathrop owns the parcels which contain the <br /> storage ponds, existing treatment plant, and pump station; Crossroads CREA Limited Liability <br /> Corporation(LLC) owns land application Sites No. 1, 2, and 3. The City of Lathrop and Crossroads <br /> CREA LLC are hereafter jointly referred to as"Discharger." Waste Discharge Requirements (WDRs) Order No. 94-198, adopted by the Board on 24 June 1994, <br /> prescribes requirements for the Discharger's municipal wastewater treatment plant and the discharge <br /> of treated effluent to evaporation/percolation ponds.
