This letter requests additional <br /> information necessary to complete the RWD. The revised RWD must address all items listed below and <br /> on the enclosed sheets entitled"Additional Information Requirements" and must be prepared under the <br /> supervision of a California Registered Engineer. <br /> The 23 May 2001 RWD describes a phased approach to facility construction but does not adequately <br /> present the project schedule or the interim treatment system(s). A complete description of all interim <br /> wastewater treatment systems is required. Based on the nature of the changes, separate RWDs may be <br /> required for each phase. <br /> The revised RWD must address the following issues: <br /> - In general, the RWD did not address many of the items requested in the 30 March 2000 Request <br /> for a Report of Waste Discharge correspondence; those items are therefore repeated in the <br /> enclosure to this letter. <br /> - Storage of wastewater in an unlined pond in an area of shallow groundwater does not appear to be <br /> protective of groundwater quality. The revised RWD must address this issue and demonstrate <br /> how the wastewater storage and application is protective of groundwater quality. <br /> - The Phase I plan of using 23 acres for application of 800,000 gallons per day does not appear to <br /> be a reasonable application rate. The land application rates must be at agronomic rates to provide <br /> maximum treatment and protection of groundwater quality.
