Box 2009 4 (1601 East Hazelton Avenue)
• Stockton, Caflfotnli 91201
(209) 468-3400
October 15, 1992
Patricia Leary, Associate Engineer
CRWQCB, Central Valley Region
3443 Routier Road, Suite A
Sacramento, CA 95827-3098
San Joaquin County Public Health Service, Environmental Health Division is pleased
to offer the following comments related to Draft Tentative Waste Discharge
Requirements for the proposed Kearny Venture Wastewater Treatment Plant.
Historically this site has experienced seasonal flooding and so when consideration is
given to disposal ponds, we are not supportive of this location. Finding #5 seems to
speak to this issue and we concur.
It is our understanding that the City of Lathrop proposes to build another wastewater
treatment facility west of the community near the Stewart Tract. The EHD would
encourage better regional planning by incorporating a treatment facility that would
handle this site and have expandability for the City of Lathrop. The EHD would also
like to suggest that the use of reclaimed water for landscape irrigation be incorporated
into these facilities.
You have Identified 6 domestic wells within 1000 feet of this proposed plant. EHD
would like to add that within a t/2 mile of this plant location, this Division has several
small community public water systems that we are additionally concerned about. This
i; Division has the same concerns about pathogen transmission and nitrate concentration
in the groundwater in this area. It should be noted that the City of Lathrop, along
with the majority of San Joaquin County communities derives its drinking water
supply from groundwater. This Division is in support of the monitoring requirements
that have been drafted in these tentative discharge requirements.
If you have any questions, please contact Raymond Borges, Senior Registered
Environmental Health Specialist of my staff, at (209) 468-3284.
d / rtN'—
red Kaufman Program Manager
Environmenta Health Division
FK/RB:lc
cc: Wilce Martin, City of Lathrop
A Dhi3im of c=lmWin County Heath r;ue 5e ce
