WASTE DISCHARGE REQUIREFENTS • <br /> CITY OF MANTECA <br /> SAN JOAQUIN COUNTY -2- <br /> 8. The beneficial uses of the ground water are municipal , industrial , agri- <br /> cultural and domestic supply. <br /> 9. Effluent limitations, and toxic and pretreatment effluent standards estab- <br /> lished pursuant to Sections 208b, 301, 302, 304, and 307 of the Clean Water <br /> Act and amendments thereto are applicable to the discharge. <br /> 10. The discharge is presently governed by Waste Discharge Requirements, Order <br /> No. 70-134, adopted by the Board on 16 February 1970. <br /> 11. The Discharger has adopted a final environmental impact report in accordance <br /> with the California Environmental Quality Act (Public Resources Code Section <br /> 21000, et seq.) and the State Guidelines. <br /> 12. The Board has reviewed the EIR and has determined that maintaining adequate <br /> dissolved oxygen in the San Joaquin River and preventing ground water degra- <br /> dation are potential problems. The Board has concluded that compliance with <br /> these waste discharge requirements will mitigate or avoid this impact on <br /> water quality. <br /> 13. The Board has notified the Discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this discharge and <br /> has provided them with an opportunity for a public hearing and an opportunity <br /> to submit their written views and recommendations. <br /> 14. The Board, in a public meeting, heard and considered all comments pertaining <br /> to the discharge. <br /> 15. This Order shall serve as a National Pollutant Discharge Elimination System <br /> permit pursuant to Section 402 of the Clean Water Act, or amendments thereto, <br /> and shall take effect ten days from the date of hearing, provided EPA has no <br /> objections. <br /> IT IS HEREBY ORDERED that the City of Manteca and Lathrop County Water District, <br /> in order to meet the provisions contained in Division 7 of the California Water <br /> Code and regulations and guidelines adopted thereunder, and the provisions of the <br /> Clean Water Act and regulations and guidelines adopted thereunder, shall comply <br /> with the following: <br /> A. Prohibitions: <br /> 1 . The discharge of wastes to the San Joaquin River is prohibited until the <br /> wastewater treatment plant expansion and upgrade project, described in <br /> Finding No. 3, has been completed. <br />
