HAZELTON AVENUE
STOCKTON. CALIFORNIA 96301
(309) 944-3381
March 16, 1983
California Regional Water Quality
Control Board
Central Valley Region
3201 'IS" Street
Sacramento, CA 95816
Attention: Mr. Robert Jones
Gentlemen:
As you are aware from our on-site meeting of March 15, 1983, the Lathrop
Village Sewage Treatment Plant evapo-percolation ponds have experienced a
reduction in percolation rate and are full . In our opinion, they have reached
a level where wind action could jeopardize the integrity of the pond levees.
As per our discussion, we propose to construct a temporary pond on the
property to the east of the existing ponds. It is our intention to construct
the pond with enough capacity to enable us to assist adjacent property owners
by pumping standing storm water from low areas surrounding the plant and
processing it through the plant. The temporary pond will be fenced, in order
to comply with existing requirements.
It is estimated that the pond will be in use until mid-summer. This will
provide time for us to remove water from the ponds and allow them to dry out
so that we can rip the bottoms to restore normal percolation rates and return
to normal rotation operation.
As you requested, I am including a sketch of the plant and the temporary
pond location.
Very truly yours,
HENRY M. HIRATA
DIRECTOR OF PUBLIC WORKS
W. L. Cypher
WLC:WGA:rk Deputy Director
enclosure
cc: Supervisor Richard Yoshikawa
Lee Hall , Local Health vli
