City of Lathrop <br /> Monitoring Well Installation Report <br /> Phase 1 <br /> 1.0 INTRODUCTION <br /> This Monitoring Well Installation Report is submitted pursuant to Provision G.1.e <br /> of the City of Lathrop's Waste Discharge Requirements Order No. R5-2005-0045 <br /> (WDR's). The report describes the installation and development of new Phase 1' <br /> ' monitoring wells, destruction of existing monitoring wells and piezometers, and <br /> explains deviations from the "Monitoring Well Installation Workplan" and <br /> "Groundwater Monitoring Workplan Addendum", approved by Regional Water <br /> Quality Control Board staff (RWQCB) on May 12, 20052. Consistent with the <br /> WDR's, the installation of Phase II monitoring wells shall be addressed in a <br /> report submitted at a later date. <br /> 1.1 General Information <br /> Background <br /> The City of Lathrop is constructing a wastewater treatment facility that it will own <br /> and operate for a new planned community that consists of residential and <br /> commercial developments. The project will be phased: Mossdale (Phase 1) and <br /> River Islands (Phase 2). The Phase 1 and 2 capacity is anticipated to only serve <br /> development within the Mossdale and River Islands areas Figure 1 shows the <br /> locations for the Phase 1 wastewater treatment facility and Mossdale subarea, <br /> ' which includes the new wastewater treatment plant expansion (MBR WWTP), a <br /> wastewater collection system, recycled water storage ponds, a recycled water <br /> delivery system, and land application areas. Recycled water will be applied in <br /> ' the Mossdale subarea by drip irrigation, flood irrigation, or sprinklers at <br /> agronomic rates for both nitrogen and water application. This report documents <br /> ' ' The City of Lathrop requested a two-phase development of land application areas for the <br /> disposal of recycled water(Phase 1 and Phase 2). Phase 1 includes areas presently owned by <br /> the City of Lathrop. The Phase 2 land application areas are also identified in the City's WDR, <br /> however discharge to Phase 2 lands will be allowed only upon the City documenting a long-term <br /> ' lease arrangement between the City and Califia LLC, completes improvements, and obtains <br /> written authorization by the Executive Officer of the RWQCB to proceed. <br /> 2 On April 18 2005, HydroFocus, Inc. submitted the"Monitoring Well Installation Workplan" on <br /> ' behalf of the City of Lathrop pursuant to Waste Discharge Requirements Order No. R5-2005- <br /> 0045, Provision G.1.c. The workplan described a proposed monitoring network (Phase 1 and <br /> Phase 2), the sampling and analysis plan (SAP), and recommended quality assurance protocols <br /> to meet the City's monitoring requirements. In response to RWQCB staffs April 22, 2005 <br /> ' "Conditional Approval of Groundwater Monitoring Workplan", on April 26, 2005 HydroFocus, Inc. <br /> submitted a"Groundwater Monitoring Workplan Addendum". The Workplan and Workplan <br /> Addendum were approved by RWQCB staff on May 12, 2005. <br /> 1 <br />
