' City of Lathrop <br /> Master Groundwater Well Installation and/or Destruction <br /> Work Plan <br /> ' Permit No. R5-2006-0094 <br /> ' A. GENERAL INFORMATION <br /> ' Background <br /> The City of Lathrop's Wastewater Recycling Plant (WRP) treats and disposes <br /> domestic wastewater generated in existing and planned residential and <br /> ' commercial developments within the City of Lathrop. The WRP is regulated <br /> under Waste Discharge Requirements and Master Reclamation Permit (WDRs) <br /> Order No. R5-2006-0094. The City of Lathrop is named as the Discharger, and <br /> ' the WDRs apply to existing and proposed treatment capacity expansions. <br /> As part of Lathrop's WRP operations, recycled water is stored in lined storage <br /> ponds and applied to land application areas. Land application areas consist of <br /> landscaped areas, turf areas, agricultural crop areas, and in the future may <br /> include infiltration basins. As the need to expand treatment capacity develops, <br /> ' the WDRs allow for flexibility in changing the size and use of land areas for <br /> recycled water storage or land application. <br /> ' The current development area covered by the WDRs is divided into two general <br /> subareas: River Islands and Mossdale. Additionally, the WDRs cover existing <br /> and potential future treatment capacity planned north of Mossdale (within and <br /> ' north of the Central Lathrop Specific Plan area), and the Eastern and Southern <br /> Lathrop areas. A topographic map showing these areas, general facility <br /> locations (existing and planned), roads, and surface water bodies is provided in <br /> ' Figure 1. <br /> The WDRs require that, prior to authorization of new land application areas, <br /> ' groundwater analyses must be presented in Recycled Water Expansion Report <br /> submittals (RWERs). Because the existing approved groundwater monitoring <br /> network may not be adequate to evaluate groundwater conditions at all future <br /> ' recycled water storage pond and land application sites, it likely will be <br /> appropriate to install additional monitoring wells. <br /> Purpose <br /> Additional monitoring wells likely will be needed to evaluate groundwater <br /> ' conditions prior to authorization of new land application areas. Provision G.1.i(i) <br /> of the WDRs requires that prior to the first scheduled construction or destruction <br /> of any groundwater monitoring well, a Master Groundwater Well Installation <br /> - 1 - <br />
