This work plan is in response to the letter from the San Joaquin County Public Health <br /> Services, Environmental Health Division(PHS/EHD) to Newark Sierra Paperboard Corp. (Newark) dated <br /> September 30, 1997. Specifically,the PHS/EHD letter requested that a work plan to delineate the lateral <br /> and vertical extent of the petroleum hydrocarbons in the area of the courtyard tanks and sump be <br /> submitted to PHS/EHD by December 1, 1997. <br /> The general scope of this work, included in this work plan, includes the following tasks: <br /> • Prepare a health and safety plan, secure PHS/EHD boring permits and conduct utility <br /> clearance <br /> Drill and sample two soil borings, to an approximate depth of 25 feet, and collect subsurface <br /> soil and groundwater samples <br /> • Analyze soil and groundwater samples at a state certified laboratory <br /> • If warranted, conduct a Risk Based Corrective Action Site Assessment for this site. <br /> • Prepare a site closure request report or swnmary report with recommendations for additional <br /> work if warranted <br /> SITE INVESTIGATION BACKGROUND <br /> In October 1990, American Environmental Management Corporation (AEMC) submitted a report titled <br /> "Unauthorized Release Report for Newark Paperboard Corporation, Stockton, California." The report <br /> summarized results of July 1990 soil sampling and recommended closure procedures for the No. 6 fuel <br /> Engineering and <br /> Environmental Services 10265 Rockingham Drive,Suite 150,Sacramento,CA 95827 916/364-0793 Fax:916/364-5633 <br /> a! <br />
