1 <br />' October 31, 2000 Harding Lawson Associates <br /> 51543 Our new name is Harding ESE, Inc , a MACTEC Company <br />' Margaret Lagorio, Supervising REHS <br /> San Joaquin County Public Health Services <br /> Environmental Health Division <br />' Page 3 <br />' California Water Services (CWS) is the municipal water supplier to the Site vicinity On October 26, 2000, <br /> Harding ESE contacted the CWS to verify that residences located in the 2000-foot radius are in the CWS <br />' service area In the telephone interview, CWS confirmed that the residences in the Site vicinity receive their <br /> water from CWS <br />' ONSITE PRODUCTION WELLS <br /> Currently, there are four production wells in use at the Newark facility These wells are shown on the Site <br /> Plan and labeled as#5, #7, #9, and#10 (Plate 2) These same production wells are identified on Table 1 and <br />' on Plate 3, as numbers 14, 15, 7, and 8, respectively In addition, well logs for six other now inactive <br /> production wells were identified during the DWR well survey The approximate location of these six <br /> inactive production wells are shown on Plate 3 as numbers 6, 9, 11, 12, 13, and 16 Newark is in the process <br />' of trying to confirm the existence, locations, and conditions of these wells In accordance with the California <br /> Health and Safety Code, Section 115700,Newark intends to apply to the PHS/EHD, or other appropriate <br /> agency to formally declare these wells as "Inactive", and thereby avoid these wells being considered as <br /> "abandoned"and the requirement for"decommissioning"these wells This will be done in accordance with <br /> the California Well Standards, Bulletins 74-81 and 74-90 (DWR, 1981 and 1990) <br />' CURRENT RECORD FEE TITLE OWNERS <br /> Newark is currently the sole legal owner of 800 West Church Street, Stockton, California In response to a <br />' request from PHS/EHD on April 13, 2000, Newark submitted a letter to PHS/EHD on June 26, 2000 <br /> documenting this fact A copy of this letter is attached as Appendix B <br />' SUMMARY <br /> This letter report provides additional information in support of no further action at the Newark facility This <br /> information was requested by PHS/EHD 1n their correspondence to Newark dated April 11 and 13, 2000 <br />' It is important to note that Newark is in the process of updating their physical plant which involves <br /> construction of new facilities in the southwest corner of the Site at the former location of the 210,000-gallon <br />' UST These plans are presently on hold until site closure is granted and the four monitoring wells previously <br /> associated with the UST can be properly decommissioned/destroyed Newark appreciates the cooperation of <br /> the PHS/EHD and RWQCB in completing site closure process and issuance of a no-further-action required <br />' determination <br /> 1 <br /> • <br /> 1 <br />
