(CASE 2), 800 WEST CHURCH STREET, STOCKTON, <br /> SAN JOAQUIN COUNTY, REGIONAL BOARD CASE 391188 <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water Board) <br /> staff reviewed the 3 December 2015 Work Plan-Area B-7 Vertical Delineation of Petroleum <br /> Hydrocarbon Extent(Work Plan) submitted by Amec Foster Wheeler Environment and Infrastructure, Inc. <br /> (Amec Foster Wheeler) and the 18 December 2015 Trichloroethene Assessment(TCE Report) <br /> submitted by Amec Foster Wheeler. Both documents were submitted on behalf of The Newark Group, <br /> Inc. (Newark). Central Valley Water Board staff concur with the tasks proposed in the Work Plan with <br /> modifications and believe continued monitoring for the presence of solvents is needed at this Site. <br /> In the Work Plan, Amec Foster Wheeler proposed advancement of four (4) borings by direct push to <br /> complete lateral and vertical assessment of total petroleum hydrocarbons as diesel (TPHd) pollution in <br /> groundwater at the following locations in Area B-7 of the Site. <br /> • South-southwest of Well MW-5 to assess the down-gradient extent of TPHd. <br /> • In the vicinity of boring B-6 to confirm TPHd concentrations detected in a previous grab <br /> groundwater sample at a concentration of 21,000 micrograms per Liter (tag/L). <br /> • In vicinity of boring B-7 to confirm TPHd concentration detected in a previous grab groundwater <br /> sample at a concentration of 5,300,000 pg/L. <br /> • South-southwest of Well MW-1B to assess the down-gradientextent of TPHd. <br /> In the Work Plan, Amec Foster Wheeler proposed grab groundwater samples be collected at <br /> approximately 35', 45' and 55' below ground surface (bgs)for analysis of TPHd by USEPA Method <br /> 8015M. Depth to water in March 2015 varied from 12 feet to 15 feet below ground surface. Amec Foster <br /> Wheeler will secure the necessary boring permits from the San Joaquin County Environmental Health <br /> Department. Central Valley Water Board staff concur with the tasks proposed in the Work Plan with <br /> modifications as described in the comment section of this letter. <br /> I <br /> In the TCE Report, Amec Foster Wheeler states Newark was unaware of any chlorinate solvent use or <br /> releases on the property. Amec Foster Wheeler searched the California Department of Toxic <br /> Substances Control(DTSC) Hazardous Waste Summary Report for the facility and the United States <br /> Environmental Protection Agency (EPA) Toxic Release Inventory (TRIS, Form R).
