Drinker Biddle & Reath LLP
471 Marie-Victorin 50 Fremont Street
Kingsey Falls, Quebec, Canada JOA 180 San Francisco, CA 94105
DOPACO, INC., 800 WEST CHURCH STREET, STOCKTON, SAN JOAQUIN COUNTY
REGIONAL BOARD CASE 391187
California Regional Water Quality Control Board, Central Valley Region (Central Valley Water Board)
staff reviewed the Offsite Characterization Work Plan (Work Plan) received on 24 April 2014, submitted
by Geosyntec Consultants (GC) for Cascades Inc.
In the Work Plan, GC includes information regarding a meeting with Central Valley Water Board staff on
11 April 2014, with Cascades Inc. in attendance by conference call. GC states that Central Valley Water
Board staff agreed to the following items:
• "The CPT/grab groundwater investigation will be adaptive in nature— if B-zone samples exceed
water quality objectives for toluene (i.e., the California Primary Maximum Contaminant Level [MCL]
and the California Public Health Goal (PHG) for Drinking Water of 150 micrograms per liter [Ng/L]) in
samples from the B-zone, deeper groundwater samples will be collected."
• "Groundwater monitoring wells can be sampled on a bi-monthly basis to evaluate concentration
trends over time."
• "RWQCB will provide documentation acknowledging completion of soil excavation in the source
area." The Central Valley Water Board staff letter dated 14 April 2014 addressed the soil excavation.
We acknowledge that the meeting was held as stated above and we concur the above statements
accurately reflect our discussions.
GC proposed installation of one groundwater monitoring cluster consisting of one first water well
(DMW-6WT) screened 10 below ground surface (' bgs) to 25' bgs, one shallow well (DMW-6A) screened
30' bgs to 40' bgs and one deeper well (DMW-6B) screened 60' bgs to 70' bgs. Four(4) Cone
Penetrometer Testing (CPT) borings across Church Street to the north, northwest and west of the
excavation will be advanced to approximately 130' bgs. The objective for the soil and groundwater
investigation is to provide delineation of lateral and vertical pollutant impacts from the former
Dopaco/Cascade facility.
In the Work Plan GC proposes to collect three grab groundwater samples, at a minimum, from each of
the four (4) CPT borings. The first grab groundwater sample is proposed to be collected from the B-zone
and analyzed on a 24-hour turnaround from the laboratory, followed by the First Water zone and the A-
zone grab groundwater samples. GC will take additional samples at deeper depths if Toluene exceeds
the California Primary Maximum Contaminant Level of 150 micrograms per Liter in the B-zone.
KAnL E.
