(former tenant of Gold Bond) and The Newark Group, Inc. (new owners <br /> after Gold Bond). The inspection was conducted in response to the 10 April 2012 <br /> Request for Assistance (Report), which asked for Regional Water Board oversight of a <br /> toluene release. The Report also included the soil results of samples collected during <br /> removal of a number of underground storage tanks (USTs) conducted from September <br /> 1986 to October 1986, associated USTs removal inspection reports from the San <br /> Joaquin County Environmental Health Department (SJCEHD), and associated soil, soil <br /> vapor, and groundwater investigation reports conducted from 1986 through 2011. A <br /> court order dated 20 April 2012 partitioned the site into two areas of responsibility <br /> (toluene for Dupaco Inc., and any remaining chemicals for The Newark Group, Inc.). <br /> The historical reports summarized in the Report also identified diesel impacts to soil and <br /> groundwater that will be addressed in another letter for The Newark Group, Inc. USTs <br /> case. <br /> The Report most recent maximum toluene concentrations were reported in March and <br /> June of 2011 as soil, 4,790 milligrams per kilogram (mg/kg); soil vapor, 430,000 <br /> micrograms per cubic meter (ug/m3); and groundwater, 449,000 micrograms per Liter <br /> (ug/L). The toluene concentrations exceed the lowest San Francisco Bay Regional <br /> Board Environmental Screening Levels for soil (2.9 mg/kg) and soil vapor (63,000 <br /> Ug/M3), and exceed the Regional Waterboard Water Quality Goals (California Primary <br /> Maximum Contaminant Level, 150 ug/L).
