Church Street AP#: 14523004
Stockton, CA
The San Joaquin County,_Environmental Health Department (EHD) has reviewed Site
Investigation Report dated March 16, 2011 that was submitted by Geosyntec
Consultants.
The report details the soil, groundwater, and soil gas sampling that was conducted under
an EHD permit at the above noted subject site during February 2011. It is the
understanding of the EHD that this investigation was intended to investigate areas not
associated with the former underground storage tank (UST) that was removed and
investigated during a previous investigation.
Some of the concentrations of Toluene and total petroleum hydrocarbons as diesel
(TPHd) detected in the laboratory analyzed soil and groundwater samples collected
during the February 2011 sampling event exceed the allowable limits that can remain in
place without further investigation. The EHD is not authorized to issue a closure letter to
your site and the EHD cannot be the lead agency on a site with contamination that does
not appear to be from a-UST. The EHD is referring the site to the Central Valley
Regional Water Quality Control Board (CVRWQCB) for review and oversight. It will be
the determination of the CVRWQCB if additional investigation and/or remediation is
required.
Please contact Mr. James L. Barton of the CVRWQCB at (916) 464-4615 if you have
any questions and to ascertain which reports he may need to complete his review.
Your site is being listed on our local contaminated database and a California State
Proposition 65 Notification has been submitted to the State Office of Emergency
Services.
I
