Drinker Biddle & Reath LLP <br /> 471 Marie-Victorin 50 Fremont Street <br /> Kingsey Falls, Quebec, Canada JOA 180 San Francisco, CA 94105 <br /> DOPACO, INC., 800 (WEST CHURCH STREET, STOCKTON, SAN JOAQUIN COUNTY <br /> REGIONAL BOARD CASE 391187 <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water Board) <br /> staff reviewed the DMW-5A and DMW-58 Installation and First Quarter 2014 Groundwater Monitoring <br /> Report(Well and Monitoring Report) received on 27 March 2014, and the Excavation Completion Report <br /> (Excavation Report) received 3 March 2014, both documents submitted by Geosyntec Consultants (GC) <br /> for Cascades Inc. <br /> On 18 February 2014, GC completed the court ordered excavation of 320 cubic yards (500 tons) of soil <br /> down to 30 feet below ground surface (' bgs). All of the soil was transported and disposed under waste <br /> manifest to Potrero Hills Landfill in Suisun City. GC estimated 9.3 pounds (1.4 gallons) of Toluene were <br /> removed from the Site through the soil excavation activities and 2.5 pounds (0.38 gallons) remain in soil <br /> on the property. The next phase of tasks at this site will focus on delineating the lateral and vertical <br /> extent of impacts in groundwater. <br /> In the Well and Monitoring Report, GC stated that DMW-5A and DMW-5B were installed outside of the <br /> excavation footprint due to refusal by the drill rig through the excavation backfill. DMW-5B was installed <br /> first, to east of the excavation and was screened from 57' to 67' bgs. DMW-5A was constructed 25 feet <br /> to the northwest of DMW-5B outside of the excavation and screened from 33' to 43' bgs. Toluene was <br /> detected in soil at 200,000 micrograms per kilogram at 40.5' bgs when advancing DMW-513, which is <br /> below the maximum depth of the soil excavation described above but is also within the screened interval <br /> for relocated DMW-5A. <br /> GC reported Toluene at 25,000 micrograms per Liter(ug/L) at DMW-5A and 84 ug/L at DMW-5B. <br /> Groundwater flow direction in the first quarter 2014 changed from N21 W to N53W. Groundwater <br /> gradient was calculated at 0.002 feet per feet. <br /> GC proposed installation of one groundwater monitoring cluster consisting of one shallow well (DMW-6A) <br /> and one deep well (DMW-6B) to the northeast of the excavation area across Church Street for <br /> delineation of offsite lateral and vertical pollutant impacts. GC proposed to collected groundwater <br /> samples every two months to accelerate the case towards closure (Well and Monitoring Report). <br /> We are aware Dopaco has been ordered to conduct investigation and cleanup of Toluene, and any <br /> chemicals commingled with Toluene, from the property at 800 West Church Street in Stockton by <br /> agreements specified in the Stipulated Injunction and Consent Decree per United States District Court, <br /> Eastern District of California Case 2:08-cv-02623-GEB-DAD, dated 20 April 2012.
