This case meets all of the required criteria of the Policy. A summary evaluation of
compliance with the Policy is shown in Attachment 1: Compliance with State Water Board
Policies and State Law. The Conceptual Site Model upon which the evaluation of the case has
been made is described in Attachment 2: Summary of Basic Case Information (Conceptual
Site Model). Previous Recommendations are included in Attachment 3: Previous
Recommendations. Highlights of the case follow:
This case is an active commercial petroleum fueling facility in Stockton. An unauthorized release
was reported in May 1989 following a failed tank tightness test. Two gasoline USTs (10,000 gallon
and 6,000 gallon) were removed in December 1998. An additional 1,000 gallon gasoline UST was
removed in May 1990. Approximately 340 cubic yards of impacted soil was excavated to a depth
of 15 feet and disposed offsite in December 2003. Ozone sparging has been conducted since
November 2007. No additional soil remediation has been conducted onsite. Since 1998, 34
groundwater monitoring wells have been installed and regularly monitored. According to
groundwater data, water quality objectives have not been achieved for the chemicals of concern.
The petroleum release is limited to the soil and shallow groundwater. According to data available
in GeoTracker, there are no supply wells regulated by the California Department of Public Health
or surface water bodies within 1,000 feet of the defined plume boundary. No other water supply
wells have been identified within 1,000 feet of the defined plume boundary in files reviewed. Water
is provided to water users near the Site by the Stockton East Water District. The affected
groundwater is not currently being used as a source of drinking water, and it is highly unlikely that
FEucr,A MARCUS,CHAIR I THOMAS HOWARD,EXECUTIVE OFFICER
1001 I Street,Sacramento,CA 95814 1 Mailing AddreS3:P.O.Box 100.Sacramento.Ca 95012-0100 1 www,watert)oards.ca.gov
C'J AF('1C1FO.AA F.
