PUBLIC HEALTH SERVrCS oPa N
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor Stockton, CA 95202 `'FORS
209/468-3420
DANIEL SILVA
WEST CLAY PROPERTIES
PO BOX 6152
STOCKTON CA 95206 (/
WORKPLAN: Feasibility Pilot Tests Work Plan DATED:Tan 31,2000
PREPARED BY: Advanced GeoEnvironmental
APPROVED ❑ See Below
DISAPPROVED ❑
ADDENDUM ❑ Submit by
ADEQUATE AND NECESSARY ELEMENTS OF THE WORKPLAN (H&S 25299.37,subd.(c)(3).):
The 3 proposed soil borings/monitoring wells (MWs), analyses of the soil samples, and quarterly
sampling of these MWs are necessary to define the vertical and horizontal extents of the contamination
in soil and groundwater. The air sparging(IAS) feasibility test and pump test are needed to evaluate
alternative corrective technologies for the preparation of a Corrective Action Plan (CAP).
COMMENTS AND CONDITIONS:
1. PHS/EHD recommends installing two separate individual MWs for each dual-completed nested
MW. Dual-completed MWs are often problematic to install and destroy, and can produce
questionable samples if not constructed right.
2. PHS/EHD recommends using helium and helium detectors for the IAS test. The point of
original and the path of travel should be logged during an IAS test; therefore, a tracer is
recommended. Helium is one of the few gaseous tracer which behaves similar to natural
subsurface air movement.
3. Submit to PHS/EHD the schematics of the IAS test system/equipment, and the maximum
performance the compressor is rated at before conducting test.
4. PHS/EHD recommends performing the pump test for no less than 24 hours.
5. Provide to PHS/EHD the rate of extraction of the pump test.
6. A WP addendum is not necessary if these conditions are agreed to and met.
REASONS FOR DISAPPROVAL OF THE WORKPLAN (H&S 25299.37, subd.(C)(3).):
DATED BY
Cc: CRWQCB,Central Valley Region—Marty Hartzell
Fax: Advanced GeoEnvironmental, Inc.—Kevin McKibben
A Division of San Joaquin County Health Care Services
