Quarterly <br /> monitoring of this site is required pursuant to Article 11 of the California Code of <br /> Regulations (CCR). <br /> In a PHS/EHD compliance letter dated January 30, 1995 you were directed to implement <br /> the November 21, 1994 workplan to install one downgradient monitoring well, enlarge <br /> the overexcavation, and perform stockpile sampling. The compliance date for <br /> implementation of this workplan was March 1, 1995. The workplan has not been <br /> implemented. <br /> In 1993 an overexcavation was initiated as an interim corrective action, prior to the <br /> installation of the monitoring wells. Overexcavation activities removed a significant <br /> amount of secondary source material. Overexcavation activities were discontinued <br /> March 4, 1994. Additional excavation may not be the most economical remedial method <br /> considering the presence of a groundwater plume. In its current state the excavation is <br /> a nuisance and may be contributing to the size of the plume. PHS/EHD requires that you <br /> backfill the excavation by May 31 , 1996. <br /> Analytical results of soil sampling from the overexcavation conducted March 4, 1994 <br /> indicate that vertical definition of soil contamination was achieved at a depth of 38 feet. <br /> Current static groundwater depth is 25 feet. Lateral definition of soil contamination has <br /> been achieved on the south and east sides of the excavation. Soil contamination <br /> appears to extend north and west from the excavation. PHS/EHD requires the <br /> investigation of the lateral extent of soil contamination. <br /> The October 31, 1995 groundwater data indicates that all wells are contaminated. <br /> Groundwater samples were not collected on May 6, 1996 because static groundwater <br /> was above the screened intervals in the three onsite monitoring wells.
