The <br /> Incident Commander shall: <br /> • Assess the emergency conditions and initiate onsite response activities. <br /> • Identify the character, exact source, amount,and extent of released material with <br /> assistance from the ES&H Team Environmental Analyst during normal working hours or <br /> the EDO during off-hours. <br /> • Assess possible hazards to human health with assistance from the ES&H Team Industrial <br /> Hygienist and/or Health Physicist. Assess possible hazards to the environment with <br /> assistance from the ES&H Team Environmental Analyst during normal working hours or <br /> the EDO during off-hours. If assessment indicates that evacuation of local areas may be <br /> advisable, the Incident Commander shall immediately notify appropriate local authorities <br /> and shall be available to help appropriate officials decide whether local areas should be <br /> evacuated. <br /> • Ensure that all required notifications to outside agencies take place. Authority is <br /> delegated to the ES&H Team Environmental Analyst during normal working hours or the <br /> EDO during off-hours to make notifications for environmental emergencies. <br /> • Activate the Emergency Paging System to notify personnel in selected areas of LLNL <br /> Site 300 or the entire LLNL Site 300 population, if necessary. Initiate evacuation of <br /> personnel,if appropriate. <br /> LLNL Site 300 Contingency Plan 13 January 2019 <br />
