LLNL SITE 300 CONTINGENCY PLAN <br /> 1.0 INTRODUCTION <br /> 1.1 Purpose <br /> This Contingency Plan was prepared to minimize negative impacts to human health and the <br /> environment from fires, explosions, and unplanned sudden or non-sudden releases of hazardous <br /> or toxic waste constituents from the hazardous waste management facilities located at Lawrence <br /> Livermore National Laboratory's(LLNL) Experimental Test Site 300(Site 300). This Plan also <br /> establishes the relationship of other LLNL emergency plans with this Site 300 Contingency Plan. <br /> Hereafter, Site 300's three hazardous waste management facilities—the Building 883 Container <br /> Storage Area(CSA), the Explosives Waste Storage Facility(EWSF), and the Explosives Waste <br /> Treatment Facility(EWTF) and the closed Building 829 Facility will be collectively referred <br /> to as the"Facilities." In addition,the LLNL employees who have functional responsibility for <br /> the operation of the Site 300 Facilities will hereafter be referred to as the"Facility Managers"or <br /> "Representatives." <br /> This Contingency Plan reflects LLNL's emphasis on an ordered,consistent response to <br /> unplanned events in that the response actions required,the resources used,and the lists of <br /> contacts are much the same for all of the Site 300 Facilities.This Contingency Plan includes <br /> Facility-wide planning and addresses general responses in the main body, Sections 1-13,and in <br /> Appendices A-F. Individual differences in emergency response planning(because of <br /> differences in location,type of waste managed,or organizational headship)are addressed in <br /> Appendices I-1 (EWTF), I-2(EWSF),I-3 (CSA)and I-4(B-829)of this Plan. This Contingency <br /> Plan replaces all previous hazardous waste facility contingency plans at Site 300. <br /> The Contingency Plan has been developed in accordance with requirements of Title 40 of the <br /> Code of Federal Regulations, Part 264(40 CFR 264),Subparts C and D, and Part 270.14 <br /> (40 CFR 270.14);Title 22 of the California Code of Regulations,Parts 66264.50-66264.56 and <br /> 66270.14(22 CCR 66264.50-66264.56 and 66270.14); and the LLNL Emergency Plan (UCRL- <br /> AM-218588). <br /> This Plan outlines the responsibilities and the procedures to be followed in the event of an <br /> emergency at a Site 300 Facility. In most cases,the Site 300 emergency service elements are <br /> capable of managing operational emergencies at the Site.However,this Contingency Plan may <br /> be used in conjunction with the LLNL Emergency Plan(UCRL-AM-218588). The LLNL <br /> Emergency Plan is a Laboratory-wide Plan that provides procedures for response to major <br /> accidents and disasters,including fires, explosions,hazardous or toxic material and waste <br /> releases, and other emergencies that are mitigated by the LLNL Onsite Emergency Response <br /> Organization.(The LLNL Emergency Plan [UCRL-AM-218588] and Plan Implementation <br /> Procedures are collectively referred to as the Emergency Plan throughout this document.) <br /> LLNL Site 300 Contingency Plan 7 January 2019 <br />
