PHS/EHD has the following comments for your consideration and response. <br /> The work plan proposed to advance two soil borings to 30 feet below ground surface for the purpose of soil and <br /> groundwater sample collection. The samples are required to investigate contamination that was observed during the <br /> March 1990 soil sampling that followed the removal of two underground storage tanks in 1986. The workplan indicated <br /> that two soil samples and one groundwater sample would be collected from each soil boring. Following sample <br /> collection, the borings will be backfilled with neat cement and drilling cuttings will be stored on site in a 5 gallon <br /> container. The workplan stated that the samples would be analyzed for total petroleum hydrocarbons as gasoline and for <br /> benzene, toluene, ethylbenzene, and xylene. <br /> Please note that the work plan is approved with the following conditions. The samples which were collected from the <br /> southern end of the two tanks were those noted to have hydrocarbon odor and discoloration. The soil sample locations <br /> should be modified to reflect the information observed by PHS/EHD staff. The number of soil samples that are <br /> submitted to the laboratory for analysis may exceed two per soil boring depending on the level of characterization <br /> necessary to define any contamination observed in the field. You must contact PHS/EHD staff to discuss the location <br /> and number of samples which will be submitted for laboratory analysis. Selected samples shall include EPA Method <br /> 8260 analysis for fuel additives and oxygenates. The soil borings shall be backfilled using a tremmie pipe to place the <br /> neat cement from the bottom of the boring to the top. Finally, all wastes and disposal shall be handled in accordance <br /> with applicable regulations and all disposal documentation submitted to PHS/EHD. <br /> PHS/EHD understands that field activities have been scheduled for November 19, 1997 and has hastened review to <br /> accommodate this schedule. Enclosed is a copy of the PHS/EHD drilling permit# 14168 issued to Fisch Environmental <br /> to advance two soil borings. <br /> Please proceed with efforts to obtain pre-approval from the State Water Resources Control Board Underground Storage <br /> Tank Cleanup Fund Program. PHS/EHD appreciates your recent efforts to comply with PHS/EHD's regulatory <br /> directives.
