Box 6066
Stockton, California 95206
Subject: Sarate Farms
16500 West Clifton Court Road
Stockton, California 95206
Dear Ms. Sarale:
The San Joaquin County Environmental Health Department (EHD) has received and reviewed
the State Water Resources Control Board Underground Storage Tank Cleanup Fund (CUF)
Five-year Review Summary Report (report), having completed the CUF's third review of this
site. In the report, the CUF concurred with the EHD that it would be appropriate to sample the
nearby domestic well, and "assess the potential for indoor vapor migration". The CUF further
recommended that shallow soil samples be collected and include the analysis for naphthalene
to assess direct contact risks.
By letter dated 26 July 2012, the EHD had notified you that this agency could not move this site
to closure having been informed by your consulting firm, Advanced GeoEnvironmental, Inc.
(AGE), that the potential exists for soil vapor intrusion from petroleum hydrocarbon-impacted
soil into existing on-site structures. As a result, the EHD directed that data or a model be
provided to demonstrate either the high or low threat posed by soil vapor. In response, AGE
submitted No Further Action Required Report Addendum & Soil Vapor Intrusion Work Plan —
August 2012 (work plan) dated 17 August 2012.
In the work plan AGE proposed to:
Collect three shallow soil gas samples at locations illustrated on Figure 2 of the work
plan;
Advance each borehole using direct push technology to total depth of three feet below
surface grade (bsg) since first groundwater levels are approximately four feet bsg;
Insert a Geoprobe soil vapor assembly that includes disposable polyethylene tubing into.
the borehole such that the assembly is able to retract approximately six inches from the
bottorn of the borehole;
Allow a twenty minute stabilization periodonce the soil vapor assembly is in place;
Purge the system until approximately three volumes of soil gas (not ambient air) are
evacuated through the sampling system;
i
